An iPad falls under an MI line (tablets, watches and everything else besides a voice line which is used solely for phones). Therefore the voice line sim card will not work in the iPad. You can convert that line into a tablet line, but you

The best way to do it is to add a line to your account and add a data plan to that line. This way you'll have full functionality with both and won't need to worry about switching sim cards.

Typically if the SIM card form factor is the same all you have to do is move it from the old phone into the new one, no activation necessary. If the SIM card is of different size, it's best to visit a corporate AT&T store and exchange it for the correct size one. They'll activate it for you at the store then. DjqdaLk.
